In 1949, the People's Liberation Army peacefully liberated Xinjiang and the Xinjiang Military Region was established. Gan Zuchang served as Deputy Minister of Logistics. At that time, enemy agents supported speculative elements to disrupt prices in Xinjiang and monopolized gold and silver coins in an attempt to economically trap the People's Liberation Army.
