Engineer Sven Todt takes a job in the small town of Hellenberg as a safety technician for a dam that was built ten years earlier against the will of the residents. Todt quickly realizes that something must be wrong with the dam. After all, his predecessor drowned inside the dam in a way that is not clearly clear. When he is woken up at night by a warning signal, he notices on the dial gauges that the water pressure on the dam is too high. So Todt drains water and causes a lot of damage to the place. The following day, however, the measurement data showed completely correct values, so the water pressure must have been OK. The engineer wants to investigate the inconsistencies together with the journalist Claudia Färber. But even before they can see the existing reports on the nature of the soil, a blackmailer comes forward: He demands two million marks, otherwise the dam would be blown up...
