Overview
The film tells the story of four bullies living in Istanbul during the Ottoman period. Commissioner Sarraf Niyazi, appointed by the Palace, corrects the injustices in Istanbul's social life. He puts the casinos, taverns and brothels into order one by one. As a result of the unfounded denunciations of those who were disturbed by this, Niyazi Bey was dismissed. Meanwhile, his three friends are thrown into prison under various excuses. As the bad news increases, Niyazi Bey's friends, the famous bullies Kadırgalı Kör Emin Ağa, Sümbülzâde Bilal and Horoz Nuri, escape from prison. The weak and poor find their support again in the streets of Istanbul. These four big bullies will remain shoulder to shoulder until death.
