This film is based on the deeds of Tengtou Village in Fenghua, Zhejiang. This is the story of a young village party secretary leading the masses to innovate in science and technology and introduce talents. Not long after the 16th National Congress of the Communist Party of China was held, in Hudong Village, Jiangnan, the old party secretary gave way to his talents. In order to further expand the domestic and international markets, the newly appointed party secretary Shuiqin led the masses to cultivate a new flower variety "Oriental Beauty", actively introduced talents, sought foreign investment cooperation, developed production scale, made major adjustments to the industrial structure, and opened up a broader road to wealth for the people.
