The police are closing in on all suspicious elements as a precaution so that there is no action against the strongman. On this occasion, Rada Hakl would like to get on the grass of editor Jaroslav Hašek. So he sends his agent Spinka to pretend to be an Italian anarchist seeking support in the newspaper office and secretly slip provocative publications there.
